You can do it either way. I started to build with out shear clamps but added them while I stiched up the hull. I used 3mm ply and because it was so thin it looked like the hull side panel would be too floppy and difficult to join the strip deck to it.
If you are using thicker ply, I think you could do it by taping the inside seam.
Using the shear clamps does help to ensure the shear line is fair!
