I never used dye/paint on PVC but i would look into paint formulation and dyes used for vinyl, you could silkscreen those.

Art stores should carry some sort of adhesive plastic sheet in various colors, they are generally used to cut out the lettering or shapes needed in various graphic jobs. That stuff is pvc also, even if they go by "vinyls", they are usually pretty tough but i couldnt tell you if they will fade or peel with time, lots of quality variations in those.

Maybe a phone call or email to some company that personalize tarps and covering as job can give you the definitive answer (if they will tell you since these days seems really difficult for some people to spare 5 minutes of their work time for a courtesy).
