I say that my 6" low angle block plane is much better at bringing down any high joints than my ROS.
I only run with the grain, taking small bites, feeling with my hands for fairness.
Even the best wood can have hard and soft spots and the ROS is not going to feel the difference which could lead to lumps.
Seems the solid 6" plane has an advantage on 90% of the hull, whereas the 5" ROS is going to compress at different rates as it rides over the wood.

I would never use a thumb or baby style plane, too short....

So scrape, 6"plane, longboard, wet, longboad, glass
I do love the ROS for the sanding after the fill coats...

Whatever floats your boat is OK......bottom line.
