Hi Will,
Fibreglass works best in tension. Having it in the middle of a laminate means it is in the area of least movement in bending, so it contributes nothing to rigidity.
On the outside, any bending force has to stretch the FG on the outside of the bend, which is where FG works best.
It's not so good on compression but the wood beneath supplies compression resistance.
