I made a spray skirt out of clear 20 mil vinyl using an iron. Worked pretty well, the heat-bonded vinyl is as strong as plain vinyl (it will tear before the seams come apart, but the clear, plain vinyl isn't all that tear resistant). I used wax paper between the iron and the vinyl, and on top of the surface I was working on to keep it from sticking to anything. Plain paper may work better, the wax ended up on the vinyl after applying heat which gives a dull appearance to the seam. I meant to make some float bags from the same material, but I never got around to doing so. I don't see any reason why it wouldn't work for float bags, its probably just not as strong as a glued seam.
