I guess that's because the filler is a bit porous - water can penetrate inside a little. It's not an issue in usual fillets, there will be a fiberglass over it. I've heard potato flour would be making non-porous fillet's but I haven't tested it myself. Most users have wheat flour fillets without any coating and they work fine. Not sure why someone has problems and some not...
