I started off using an expensive PVA glue, but switched to elmers white glue. Almost any glue will do, it just has to hold until you get a layer of glass on...at that point, the fiberglass is providing the majority of the strength.

I used epoxy and saw dust to fill any major voids. I don't think the filler needs to be structural. People have used everything including wood putty to fill cracks.
