Strip: Night Heron form spacing

I recently purchased plans and forms for a Night Heron for my son and a Petrel for my daughter.
The plans for the Petrel are pretty clear about form spacing, but on the Night Heron the strong back is 13'11" and the plans say to space the forms 12" apart.
Should I just start at each end and end up with an 11" space in the middle?
I have built one strip kayak using Kayak Foundry. With that I just made made my strong back an even number of feet. I want these purchased plans to be as close to the design as possible.
I searched the archive for "night heron form spacing" but didn't come up with any answers.
Any help is appreciated.
