You could make some of those wooden curtain rod holders (for wooden rods) (they look like a capital Greek omega with a hole in the middle) but of a smaller dimension and epoxy them on. However, the reason that most are embedded in the deck is if you need to re-enter, or someone has to climb on or hold onto the kayak. You could get hooked up and that might not be pleasant.
