You would only want to shoulder the time and expense of adding a rudder if the boat really needed it. If you plan to add a sail, then add a rudder. Otherwise, wait and see if the necessity is there.

Just in case though, you can build in a solid block of wood under the aft deck. A chunk of 2 by4 glued inwith epoxy would be fine.Then, if you do go for adding the rudder you'll have a really solid base to mount it on.
