You don't want to let it harden, you'll always get little drips on the rest of the cloth and once they harden the cloth around them will never bond right. Just wetting out the cloth in the center holds all the cloth in place and makes it easier to squeegie the sides since the cloth tends to stay put and not pull over to the opposite side.
