I've never worked with a paper model, but think that the paper may be part of the problem - it's very difficult to get things exactly to scale, when the medium is so flexible and small errors in layout or cutting can be exaggerated. In s&g construction, the 'magic' is in the curves cut into the panels - when the hull or deck is laced up, the panels are pulled together and the complementary curves match up. I'm always amazed at how easily it all comes together, assuming - and this is important - that the lofting from a table of offsets or the layout from patterns has been done accurately. If I felt I had to do a model, I'd look around for some very cheap or even free used sheets of wall paneling and do a 1/2 or full size model with that...
