I don't know about the rest of Tom's boat designs, but my Sea Ranger requires a skirt too, freeboard is maybe an inch with me aboard. I suspect that's normal, not unusual for greenland kayak designs. Short quartering waves from the stern can get you kinda wet :)

Yeah I know, buy/make a tuilik.
