Sounds like maybe a second layer of strips INSIDE the boat, between the bulkheads, would address potential strength issues while adding only a few ounces of extra weight. This would create no fiberglassing issues on the outside, would provide index points for the bulkheads, and no difficult fiberglassing issues on the inside. Given the thinness of the strips, it might be good to place an extra glass layer over the football, either doubling the 6 oz. on top or placing a 4 oz. layer under the top glass, ala Ross Leidy (which would prevent the frayed-ends mess you get when you go on top).

On my 34# Shooting Star, which has two layers of 3.2 oz satin glass outside (ala Lord Voldemort), I ran a strip of carbon twill down the inside of the hull on the keel line, plus carbon x-braces fore and aft of the cockpit under the deck, sheer-to-sheer for stiffness. I have no idea how effective this really is, but it does look cool .
