Just has to be someplace you can reach it and if it were me I'd want it off to one side in case you ever want to do a rodeo rescue, sitting on the cleat might be a little uncomfy. Also shouldn't be where you'd hit it while paddling, but that shouldn't be a problem as it's usually behind the coaming.
