Well first, if you did apply the tape it would be after the hull is glassed or you'd have a difficult time filling the edges of the tape under the glass with resin.

Second, the tape would only help if the keel hit an object, would do nothing if you hit the bottom an inch to either side of the tape. Would be ok for pulling the boat up on rocky shores etc. but that's not likely a big problem there.
