Hi Doug,
On my Razor Billed Auk that I used for racing, I installed the bulkhead after the deck and hull were joined. I use a station as a template. Mine is back from my exact foot placement about 2" I built out the distance with very dense minicel type foam shaped like a "Yeti" footprint. Both are velcroed to the bulkhead. It has worked great for several years.
When someone else wants to paddle my boat, I made a very cheap, effective adjustable platform. I found a flat pool noodle that is about 1" thick and 6" wide. It was about 4' long, and I found it at a dollar store. I cut the pool noodle into lengths that fit the width of my boat tightly. I cut a piece of lauan plywood slightly smaller than the foam pool noodle pieces. A couple of nylon book straps hold all the flat pieces together, which can be inserted snugly against the bulkhead, with or without the "Yeti" feet. This arrangement allows about 8" of total adjustment by adding or subtracting pieces of the flat pool noodle.The thin plywood acts as a stiff platform for the paddlers feet.
