Hi Joe,
If you are referring to the soft pad eye method of attaching deck lines then you should drill an over sized hole. This is done so you can fill the larger hole up full of thickened epoxy and when it hardens re-drill the correct sized hole. The webbing I like to use is 3/4 inch so my slot hole is 1 inch long 1/4 inch wide. Then I re-drill with a 3/32 bit a slot 3/4 inch long. This makes a tight fit and holds very well. If you use bigger webbing then up size the hole accordingly.
I cut my slots after all the fill coats and before the varnish. In fact I normally go and paddle for a month or two before the varnish. I just store the unvarnished kayak in the garage or out of the sun light.
