I paddled a low deck Night Heron for 4 or 5 years, mostly on a lake, but including over 100km on the open ocean.

I weigh less than 140 lb and while I am sure the NH would have handled strong winds better with 20 or 30 lb of ballast, I found the weathercocking a minor inconvenience rather than a big problem. I certainly saw no need for either a skeg or a rudder.
