There's a good possibility that the side without the PVC coating has some form of waterproof coating (DWR) that may prevent varnish from sticking. This fabric would only be a bargain if it actually works, so don't let the price drive your decision. I strongly suggest that you make a test panel and see if this stuff is any good.
