You may want to check other alternatives. There are plans for free, and they are good kayaks. I built a Yost Kidarka that would have been $25 total if I hadn't splurged on a couple of items. Use the cardboard for templates, and the styrofoam in place of float bags. Using more traditional meathos, you can probably build a kayak for cheaper than trying to make the cardboard and styrofoam work. You'll end up with a better kayak in the long run too. Save money on artificial sinew by making your own by waxing some strong lightweight cord.

With some good scrounging you can build a great kayak for ultra-cheap. If I would have scrounged more, I could have built it for $15 or less. Sure it wouldn't be camo, but it would have been just as functional.

Most cardboard boat are built for a single race. Go for proven materials that will last.
