I would suspect that there are only a couple chemical plants that make the basic epoxy formulation, what's done to that afterwards though changes considerably from one company to another.

You can buy, though in huge quantities, epoxy pretty cheap from places like Shell Oil, but it's nothing like what you'd use on your boat. Most require high heat and pressure to cure, how it's used in industry.
