Les,

Whatever you choose to do, I suggest that the 'chemical vs. mechanical' bond issue not be a factor in your decision for the following reasons. One, when bonding to cured epoxy, the mechanical bond aspect is over emphasized. Some chemical bonding does take place if the surface is clean and recently sanded. Secon, if the surface is clean and recently sanded, the resulting bond between the cured resin and the new resin is stronger than the shear and peel strengths of the wood (cedar certainly).
