Strip: inner stem placement

Hello All,

Imposing upon you alls expertise again.

I just cut-up 12 softwood pieces 5/8" wide 30" long to place as inner stems.
Glueing up the pieces wrapped around the stems and held by clamps I can visualize but after the glue dries and clamps removed. How does the inner stems stay in place?
Tapering and stripping seems awkward when the inner stems are not secured to anything.
Input please.
