Oil over epoxy seems rather ridiculous to me, as the oil cannot penetrate the wood once it's sealed with epoxy.

I epoxy coat the tips of my paddles (typically one coat of straight epoxy to seal the wood, then white-tinted epoxy with silica for tip protection. The rest of the paddle gets coated with a 50:50 blend of pure tung oil and varnish. It provides the same look and feel of straight oil with significantly greater durability. 3-4 coats with the last two applied using 400 grit wet/dry sandpaper produces a very smooth and hand-friendly finish.
