John,
I would look at Sika 292 for a stronger bond. 291 is more of a bedding compound and sealer while 292 is more of an adhesive. Tensile strengths on each are 1.4 N/mm3 and 4 N/mm3 respectlively so it would appear that 292 is around 3 times stronger for bonding. 5200 slow or fast cure would also do the trick. Either way you will likely never get it off with proper prep.
