If you were to move your ribs to the inside of the gunwale you don't need an inner wale.

Traditionalists cover your eyes!

Just glue the rib to the inside of the gunwale with epoxy. You have lots of surface area and the glue will exceed the strength of the wood.
As you said you will need a thicker 1st stringer to allow the skin to lay where it needs to.

I know, the flexibility will be changed. If that seems wrong just ingnore the idea.
But I have thought about building a Yost with steamed ribs glued to the gunwale to replace the plywood frames. Just a thought so far.
