OK, so looking at the Mariner Elan photo for reference,

Sorry the pics aren't clearer. On the Elan, the deck line 'starts' with a tied loop at the padeye aft the cockpit on the starboard (right) side. That line is continuous around the deck and is tied back to the same padeye with a loop and knots.
It would actually be stronger if the lines were tied together rather than using the padeye as the link.

The padeye is aligned for-and-aft so it does work pretty well in this rig. If you are using webbing loops, you'll need to think carefully about the direction of pull, as the webbing can wrinkle up and chafe if there's tension in the wrong direction.

Then, pull the tubing back to double up the line and apply additional tension - seize together at that point to hold the tubing in place.

I wouldn't seize the tube in place. I find that the line stretches with wetness and heat, so it's handy to have the tube free to slide. The tube is mostly to pull the lines to the centerline of the boat (so the lines follow the deck shape) for cosmetic reasons; the tension adjustment is just a happy accident. The tube can also be convenient when picking up the boat, switching hands on the toggle when carrying, etc..

As long as you use knots, you can adjust the lines 'in the field' and change things around easily.
