I passed thru phoenix few times. sorry to disapoint you, but the place is a desert !

what I usually do on such occasions (I travel too) is get to the city, get a phone book @ the hotel & start looking for the stuff. it will take you some time to find kayaks stuff, but you'll find most of your hardware in "home depot", "lowes" & such.

as far as I remember, Argentina is 220vac. you'll not find anything 220 in phoenix.

as far as I also remember, the custom (aduana) monsters @ the arrivals in B.Aires are the most nasty monsters of all the 15 counntries (or so) I went too.

it's winter time. perhaps some desert hikes are a better idea.
