I don't think it would be a problem, Mark. I know more about bikes than about kayak rudders, and brake cables are under a lot of tension, and never run straight. It occurs to me, too, that bike shops may have the tubing in bulk so you could get the length you need if an ordinary brake cable length isn't enough. (Actually, you only need the tubing where the cable is *not* in a straight run, take a look at any bike) I've threaded gear cables through frames often. It's not that big a deal. I'll have to try it if I put a rudder on my boat...
