EWA marine makes a series camera housing for underwater use. They look like extra heavy duty plastic bags for cameras, with a fancy sealing mechanism. SEALine also makes some small, waterproof bags. Pop a cell phone inside. You can talk through the bag. Good for diving to 30 feet or more, should be fine for the occasional roll and/or submersion.

While you are at the local purveyor of supplies for undrewater photography equipment you can find the connectors they use for connecting electronic flash units to the camera. Should work fine for the socket for your razor. Definitely salt water resistant.

Come to think of it, why not get a rechargeable razor, or one of those travel razors that work off of either AA batteries, or 12 volts from your car's cigarette lighter socket. Otherwise you are going to need a battery and an inverter to get 120 volts for your shave.

You can get 12 volt coffee pots from catalogs from companies that deal in supplies for RVs.
