Unless you're really in a hurry, they're not really necessary. Like Jim said, for your first time, stick to something with a bit slower setting time, or even start out with yellow glue and switch to instant glue when you feel a little more comfortable putting strips on.

: #2 Should I add a keel strip...maybe from Ash?

Lots of us use ash outer stems, but it's not all that necessary for the full length of the keel.

: #3 Is "Inland Cedar" (?) okay to use?

Shouldn't be a problem. Cedars are the most popular woods to use. Spruce works well, but doesn't bend as easily. Redwood is very lightweight, but brittle, so it can crack if you try to bend it too far. Pine works well, but is heavier.
