This make some sense. Put the outlet valve as low as possible, that way rising pressure will first press out any water that's entered the compartment, and than evacuate exess air.

But the inlet valve i'd put in the middle of the bulkhead, not at the top. In case of a roll, you're likely to get a instant cooling of the sealed-compartment deck, thus causing a sudden lowering of air pressure inside. If you, when upside down, get any water in the seating compartment, that water would stand against the top of the bulkhead when you're upside down, and at the same time the cooling of the sealed compartment would try to force air in through the inlet walve wich for the moment is submerged. The middle of the bulkhead would be the dryest part of the bulkhead in any stage of a roll and thats why i'd put the valve there.

But what we really need, is a valve that allow air to ventilate both ways and closes when exposed to water. This needs some thinking!... good night.(00.44 local time)
