Chemical Coatings co. who advertises in Wooden Boat each issue sells pigments for epoxy. As Nick said epoxy coat the bare wood with tinted epoxy then you could glass to that and get good adhesion. Fill the weave with more white colored epoxy. Finally you would have a choice of Oil based paint, epoxy or two part polyurathane finish as a top coat.
