Tim,

I apply the first layer, squeegee it, and wait until it's non-tacky before applying the second layer. If you try to drape cloth onto a tacky surface, it will stick and it'll be very difficult to smooth all the wrinkles out.

If you think you can get both layers saturated at the same time without bubbles/trapped air or incomplete saturation, go for it. I've had my share of saturation problems, so I'd rather not risk it.
