If you are trying to sand what you applied today, that is the main reason for the clogging. The epoxy should be allowed to harden for at least 48 hours and up to one week before it can be sanded without turning into bubble gum. Also, sanding uncured epoxy is toxic business and you should wear a respirator mask. Full cure can take 30 days.

To feather the tape edges I recommend using a cabinet scraper, a paint scraper, or my favourite, a Pro-prep scraper. Scrapers work very well on epoxy that hasn't hardened.
