The strap can be glued on, or sometimes it might be heat sealed to the bag.

There is a triple fold to seal the top of the bag. The width of the strap material defines the lines for a neat, straight, first fold. Then that is rolled over sharply, to give a tight seal, and then it is rolled over again, which ensures the seal.

The buckles at the ends of the strap are now clipped together. By keeping the strap short you are forced to make a tight loop, which keeps all the folds from unfolding, and gives you a hand grip.
