Good grief. That is a whole research day or two. there are hundreds of plans for stitch and glue sailboats, and hundreds more for lapstrake sailboats. !5 to 16 feet long is a very popular size, too.
I went to Duckworks web site and found free plans for the Light Trow. It appears to be simple to build, and is about the same size. Download them from this site:

That was from the second designer I looked into. Once you start looking, you'll fall over plans. Also check Clark craft and Glen-L (www.clarkcraft.com and www.glen-L.com).
You can probably find several books on stitch and glue, including ones by "dynamite" Payson, who popularized this technique. Most of these books have plans for several small sail boats.
Good luck with your searching. You'll more likely be buried by the multitude of possibilities than search for very long.
