Nick,
The CLC site uses frames, as do many sites. As you navigate through the site, it is always within the main page - just the frame changes. In order to give an address that takes you directly to what you are trying to refernece in this case right click on the page or frame you want the address for and click "open frame in new window". The frame will open up in a new window with the address for the specific frame showing in your address bar.
