You might want to think about using surgical rubber tubing instead of bungee cord. It doesn't fray, glue pops right off when it's dry and it's available in various diameters and wall thicknesses from anywhere you can buy model airplanes - they use it like a giant rubber band to launch gliders. It's also very easy to hold in place with spring clamps because, being rubber, it grips really well.
