The primary difference between marine ply and most indoor plywoods is not the quality of the glue. Instead it is the absence of voids in the inner plys. Marine plywood has no internal cavities that can capture water and promote rot. Some cheaper plywoods may use a less water resistant glue, but like the strip-boats if you apply a layer of fiberglass inside and out, the glue will not be a big issue.

I am not an expert on S&G boats but I doubt staples would work well. The wire helps draw the panels together against their natural tendancy to be straight. It can be hard to draw the panels together and trying to do this while at the same time putting a piece of inplace sounds like a pain to me. I expect you could make it work, but before commiting to a different technique I would do some experiments.
