On my boat, the stringers were flat, so I bolted to them using T-nuts (there were some places I couldn't reach to install regular nuts, and I was afraid screws would tear out). Since that won't work with round stringers, you could install some wood blocks to the fram that fit flush with the skin, and mount to those.

Another option is sewing. Make loops out of nylon webbing to run the bungees and deck line through. Sew the nylon webbing through the skin and around the stringers, similar to the way aircraft builders sew the skin to the ribs. Should work if you can find some strong "thread" - perhaps some heavy fishing line.
