I installed a perimeter line on my Return using soft padeyes. The line is the same as that used on Current Designs boats, and incorporates a reflective strand which shows up nicely at night. Given the swoop of the bow & stern, the line naturally rises above the deck, especially in those areas closer to the bow & stern. The padeyes are installed one inch above the shear line.

Personally, I would use caution with wood blocks that are only attached by epoxy to the deck. The lines can get exposed to significant stress in a rough water, real life, situation. The last thing you would want is to have wood blocks splitting off.
