I glued to the bare wood and right to the edge of the plastic. Before gluing, I roughed both the underside of the rim and the plywood with 60 grit sandpaper. I also had to fill in the space made by the bevel that is all around the edge of the rim, as it didn't sit flush to the bare wood at that bevel.

I have also glued VCP hatch rims to bare wood using thickened epoxy, and they have lasted many years.
