Prijon uses a bungee/net deck outfitting on some of their boats and you should be able to get them from them (Wildwasser Sport in the US?).

Following Reg Lake's lead, and inspired by the Prijon example, I made up a removeable net deck bag using bungee cord around the perimeter and sport netting from Seattle Fabrics for the body of the bag.
