I would recommend skipping the tape and glassing the entire inside as that adds strength where you need it for resistance to penetrations. It will add a minimal amount of weight as you need a couple of coats of epoxy anyways just to seal the wood. The glass will also add a significant amount of abrasion resistance where your feet go if you intend to use the kayak around any sand. It also ends up looking much neater in the end.

The layup is up to you as it depends on what you plan to use the kayak for.

I do on the other hand use two layers of 9oz tape on the ends of the keel.
