The tackiness is normal. Some people say it's because the mix was off, but I think it's just luck. I mixed very carefully on mine and I had the tackiness. It was completely cured, I couldn't dent it with a fingernail, but it was tacky. After a week when I launched it for the first time I picked up grains of sand that I had to wash off, but the cartopping straps didn't have any effect. I don't remember, it was maybe two or three weeks and it was fine, and it has been since.
