Strip: Paddle Park question

From pictures I have come across, I see one bungie coming out of the deck, running about a foot long, and then return to inside the deck. It appears there is no seal here. Just two holes with a bungie run through and knotted on the inside. Or is there a sealed tube fiberglassed inside from one hole to the other. Any other ways of doing this cleanly?
