Tom, is that a sea sock around the coaming?

If so, is it important to attatch it inside the boat or is it left lose inside and just fixed around the coaming.
I am working on a sea sock for my F1. First effort is made of oilskin and fits the coaming fairly well but not sure what to do inside the boat. The first time I tried to leave the boat the sock got tangled around my foot.
I found out how hard it is to get all the water out of a SOF with no bulkheads--don't want to go there if I can avoid it.
