I use a heavier plastic wrap from the big box stores and secure it with duct tape every couple of feet.
The Sea Otter and Sea Glider pictured below were paddled several times, with 5+ hours each on the water
before final skinning.

I've never tried shrink wrap, so I can't comment on it's use.
